Ok, wondering if the turtle is what the DNR is watching, and would like to know what the little caterpillar is

I can't determine what the caterpillar is from the photo alone. If it curls into a C shape at rest, it would be a cutworm. Otherwise, it is most likely one of our many species that develop into a dull brown moth. 

I will need to send the turtle question to a colleague for a response.

This is a painted turtle. I don’t understand the DNR part of the question. Sorry.
