Hi Michael- Thanks for your great pictures of a Say's Cicada, Okanagana rimosa. There are more than 20 other Okanagana subspecies in our region, and this may be one of those, but Say's  seems to be most common. The males make a loud buzzing sound by vibrating a tymbal at the base of their abdomen.
