For the life of me I can't figure out what to do to help this tomato plant. I've tried as many things as I can think of . It is watered well. (Do they need much water?) I've fertilized it half strength. Any thoughts?

Yes, tomatoes in container will need regular, even watering. Because of the heat, they will likely need water at least once a day, possibly twice, depending on the size of the container. Watering in the morning is best. Water enough to have it drain out the bottom of the container.
This looks like heat stress, so it might be getting a little too dry by the end of the day (when the sun is most intense). If possible, try to move it where it will get some afternoon shade, but still get eight hours of sunlight.
You can remove some of the brown leaves - fortunately tomatoes grow quickly and should be able to recover and still provide fruit this season.
