I have a young oak tree that has developed a leaf disease. I live in University Park, just south of the College Park campus. Do you have an arborist that would come to my house to diagnose the problem and offer a treatment solution? I have provided some pictures of the diseased leaves.

Although Extension doesn't have an arborist who performs site visits, we can refer you to an ISA certified arborist lookup tool (ISA being the accrediting organization) and Maryland's licensed tree experts information. The photos show what appears to be old anthracnose damage, a common fungal condition that can afflict a variety of trees, especially in years with more wet spring weather (like we had this year). Despite being an eyesore in years when infections are prevalent, it does not seriously harm mature trees and does not need treatment (nor would use of a fungicide at this point provide any benefit).
