It could be fungus gnats. They tend to thrive where there is good soil moisture and lots of organic matter available. Don't overwater the lawn or garden and that might help help reduce numbers. They have many natural predators too including spiders and birds. These are more of a nuisance as they don't really cause any serious damage to plants outdoors.
