I have a hedge of buckthorn 15-20 ft tall. I would like to know how to best remove and how to proceed with replanting another hedge or other border option. I do not currently use any chemicals on my property.

Removing and controlling buckthorn
is task intensive. With a hedge as tall as yours it will be necessary to cut down. A chain saw will be the most efficient. The least invasive method of stump removal is covering them with something that will not allow sunlight. For a large area this could be black plastic or old carpeting. The breakdown of stumps will take at least one season, likely more. Stumps could be ground out professionally as well. I placed two links below with information on buckthorn and removal. With some patience and hard work you can get rid of this invasive.
