Hello,
This year, as always, I had hundreds of huge blooms develop on my Annabelle. However, they never opened. They are full sized with thousands of teeny, tiny "buds", which always open into full blooms. This year they are are a light green, whitish color.
I have looked for aphids but did not see any. Some of the leaves are curled.
This spring I did use a shovel and took a very small start of this same bush and transplanted it. It has several normal blooms on it and appears to be healthy.
The Annabelle with issues is about 3-4 ft wide and spreads about 10 feet long. It is about 30 years old.

I wish you could send a photo. Are you sure the buds are not leftover from last year's flowers? Because Annabelle hydrangeas bloom on new wood. Do you usually prune it?
