I have 40+ espaliered trees and shrubs and this year my pear trees and later jostaberry plants have a pest...how should I treat it? Plum tree right next to pear seems unbothered. Trees were planted bare root 3 years ago.

Jostaberry is typically resistant to most pests and disease. I did find a source noting it can become infected with white pine blister rust. If your jostaberries had this the leaves would be covered with a thick, mold type substance.
The tree in your photo appears to have a leaf spot of some type. These can be common in varieties of pears. Cultural control (clean up of leaf and twig debris) is important throughout and after the grow season since this fungus stays in the litter. Use of fungicides may be necessary if your tree/s seem to be declining from it. Below is a link with additional information, including timing for use of fungicides.
