Can you help me identify and treat the problem with our tree? It looks like there is an infestation on the new growth. The leaves are sticky and curling.

It looks like an aphid infestation and the other insect may be feeding on the aphids. The picture of the beetle is out of focus, so it's hard to tell. Aphids seem to be particularity bad this year in Central Oregon. I'm going to attach a bulletin that will provide information on control methods. If you need identification of the beetle, you may want to bring a sample into plant clinic in Redmond. I will attach their contact information also.
