I did spray twice with Neem oil, tough when it can't stay on due to all the rainfall.
Have yet to catch or see what it is, frustrating.

We don't know what's been eating the leaves, but suspect caterpillars of some kind.
In any case, the damage appears to be minor and of no consequence unless it is extensive or increases significantly. Based upon what we can see, the damage seems not to be recent. This might explain why you haven't seen the pest.
Following is an example of an apple pest that creates leaf holes and tatters similar to those shown in the photos:
