Quaking Aspen Issues #875866

My quaking aspen has not produced very many leaves this year. It looks healthy but doesn’t have as many leaves as I think it should have. I’ve been watering it regularly but haven’t been able to water it until recently because I live in Florida and only been at my home in Madras recently. I really want to save this tree if possible. What do you recommend?
