Expert Response
This is a Spotted Lanternfly nymph (juvenile). Pesticide sprays are not needed or recommended, and since they jump readily, they will also not work very well since they will not come into contact with much of the spray residues.
They are very abundant in much of the state now but it is showing that areas where there were initially high populations have since declined. Since they are so abundant we don't recommend you try to kill them since more will just appear. Any pesticide you would need to use will be harmful to our beneficial insects.
