Yes, it is still a little early to harvest garlic. Your bulbs are not fully formed. You want to wait until the top half of the garlic stem has turned yellow and dried. Harvest time is usually mid to late July.
Everything is early this year because of our warm spring and wet spring/summer but I haven't heard anything yet about garlic harvests being affected.
