Apparently the tree in question bloomed beautifully in spring. We just moved to this home and see that it is filled w/ bore holes. There are some dead branches and some of the foliage is browning. Can it be saved?

From your photo I can see it has borer holes but I can’t tell what kind of tree it is.
Borers are usually specialized. Can you send a photo of the leaves?

This looks like a crabapple tree. It also looks like it has apple scab which is widespread this year because of all the wet weather we have had.
Your best action here is to do good clean up of fallen leaves and fruit. Bag them and put them in your city compost - not your home compost.
The holes look like woodpecker holes. They do not weaken the tree. They are just looking for insects.
