how can I tell the difference in grapevine leaf problems between water problems, disease. #875669

Having grapevine leaves dry out, turn yellow, have bumps, both in red and green. I've checked for mildew and did not see any symptoms. Grapes are continuing to grow, vines are growing in length, leaves are enlarging.. I've checked where vines join the stems and did not see any signs of insect or discolored parts of the vines. What should I do? Can I fertilize the vines? IF so with what minerals? from North Portland

We can't diagnose the problem(s) without photos, and figuring it out might require lab testing of both the plant and the soil.  I suggest that you send plant and soil samples to the OSU Plant Clinic for examination:  https://bpp.oregonstate.edu/how-submit-plant-materials
