We found this on the beach at Lincoln city Oregon last year and have wondered what it was. We tried to identify it online with no success.

Hi! Thanks for the great photo. You found a Goose neck barnacle. Normally they are found in colonies, in the sea firmly attached onto rock. But birds and storms can wrench them from their place.
