I have to much nitrogen in my soil. What is the best way to lower it?

Tammy - Nitrogen is mobile in the soil, being taken up by plants and moving through the soil.  This means that over time, the Nitrogen level should go down especially if the area is irrigated or receives rainfall.  Adding a layer of woody mulch (2-3 inches) to an area will help draw out some of the nitrogen.
