I actually responded to this question and apologize for you not receiving it.  I cannot recommend any treatments until I know what scale is present; consequently you will need to drop off a sample at the nearest cooperative extension office or at the very least send pictures that are very well focused on the insect in question.  In addition, a picture of the overall state of the plant or planting could be useful.  I will be able to provide recommendations after I have reviewed the pictures and or examined the specimen.
