Hi,
Your ninebark has powdery mildew. We’re seeing a lot of this in this very wet year. There’s not a lot to do about it except to try to improve air circulation. Consider opening up the center of the plant next spring by pruning out older branches, and make sure to rake up any fallen leaves.
