We have a clematis and two climbing rose bushes up against our garage. The garage is being resided in July so the plants will either need to be removed or cut down. If we cut them down at the height of growing season will they come back or should we just dig them up and start over next year?

You do not need to do either. They can be taken down and laid on the lawn. Make your residing crew aware of them and ask that they perhaps can be extremely careful (perhaps some raised boards to walk on) by the roots of these plants.
