Unfortunately we think that your tree is not going to revive- it is too far gone. It is a difficult area for an evergreen, with reflected heat and limited area for roots, and likely to be affected by any de-icing salts used on the path or the driveway.
A different plant would have a better shot at survival, such as a perennial plant that returns from year to year, which could include flowers or ornamental grasses.
