The white patches are insects known as Magnolia Scale. They are sucking insects and are drawing nourishment from the sap in the stems of your plant. The above website provides some information on this insect and how to control it. At this time of year , it is best to apply a soil drench of a systemic insecticide, such as, imidacloprid. This can be found in insecticides containing "Merit", such as Bayer Tree and Shrub insecticide.
