Sour (evans) cherry tree half dead…what to do. #875255

Third summer in ground…half dead, see photo. Watered evenly, fed in spring. Last summer I got ONE.cherry! This summer doesn’t look much better. Sprayed with neem oil early June as leaves had some damage. Should I cut back dead branches? Two I thought were dead actually grew a couple of leaves. The main center branch is one that grows nothing and appears dead, however actually has some color to the branch rather than dry and brown.

I suspect this is a fungal disease. Neem oil will not help. Look for a copper based garden fungicide.
