I have two tres in the strip close to the street. I think they are called pear trees. This spring they started to bloom then seemed to die off. One tree has no leaves now, the other has leaves on one side. I don’t see any bugs. They don’t look eaten and my neighbor just a few houses away has the same trees that look perfectly healthy.

I'm sorry your trees aren't doing well. The one that you sent with a full shot of the tree has had more than a 50% loss of canopy leaf coverage, so my feeling is that no matter what you do that tree is not going to recover. There is a good chance that something went wrong in the root system. Large trees in very small medians like that rarely do well for long periods. Are you required by your HOA to have a tree there? Could you go for shrubs or something even smaller? They will have a better chance for success. I'm happy to chat on the phone about this more if you would like.
