Thank you for the photos! They are a great help although it is still difficult to definitively determine exactly what is plaguing your rose plants. Examining the photos it appears your roses may be experiencing several issues. The white spots are likely powdery mildew. The curled leaves could be drift from herbicide or heat stress.
