I found a skeleton of a cicada cocoon in my 5-year old silver maple tree.
Does this mean cicadas caterpillars have burrowed into the ground below the tree?

It means the opposite. This cicada has emerged out of the ground and into the trees. I've just started hearing annual cicadas in the last week.
In a few weeks, they will lay eggs, and the newly hatched larvae will return to the soil to nibble on plant roots until next summer.
