Rhubarb leaves are spotted with holes. Mint leaves have holes.

Slugs, beetles and aphids can all create holes in both mint rhubarb leaves.  Remove any vegetation around the plant, and avoid excess water.  Caterpillars also will eat mint leaves.  Try using neem oil or hand pick these insects off of the leaves.  You also might consider companion planting. for your mint, as strong-smelling herbs such as sage or lavender might ward off the pests.
