Hi Richard and thanks for your question about your ailing conifer. This looks like one of the Arizona Cypress trees: Blue Ice? Blue Pyrimid? And the bark weeping sap is a pretty bad sign. The browning branches can be from poor drainage or lack of nutrients, but the bark, while papery should not be weeping sap. I would suggest having an ISA certified arborist come look at it, possibly two so you can compare opinions. I'm not sure if it can be saved but they will be able to tell you what the problem is and if it can be treated. Here is a site to help you find one:
