It is difficult to tell the cause from the photos. It could be frost damage. We had a very cold spring with late frost. Those new shoots are very tender. Are you able to inspect any of the leaves up close to determine if there is a pest (worm or aphids) inside the curl? I don't see any indications of disease. The rest of the tree does look very healthy.
