I can't seem to find the name of this insect. I need to ascertain if it is harmful, beneficial, or neither.

I can't seem to find the name of this insect. I need to ascertain if it is harmful, beneficial, or neither.

That is one of the young (fourth instar) stages of the somewhat newly arrived Spotted Lanternfly.

They will be a nuisance insect for a while, but we do not suggest that homeowners try to spray or treat them with anything.
As noted in the above page, you can contact the MD Dept. of Ag to let them know that you are seeing them in your area.
