I have excavated the stump of a ornamental weeping cherry tree. Many of the roots have small saplings. Can I grow the saplings into the same type of tree or is it more likely a grafted tree and I will not get weeping cherries from these saplings

Your weeping cherry tree most likely is the result of a graft, so it's possible rooting it for propagation will not produce another weeping cherry tree. However, it's certainly worth a try.
