For the past couple of years we’re getting this gray scallops moss for lack that’s taking over our ward in Willow. Just wonder why now and how to stop it

This sounds more like a lichen. Can you provide a photo? Also is this growing on lawn or gardens or are you describing it on roofs, buildings, and walkways? I have more information, I will be better able to assist.

Removing moss and lichen from the lawn can be done by dethatching the lawn with a hand rake or a power rake. It can then be overseeded and fertilized. I've included some resources below that describe the process. The video below describes how to remove moss from lawns, which also works for removing lichen.
