Tree Identification Question #874965

Been many years since my forestry days and Dendrology course in '71. Stumped on a tree we walk by every day for years. Owner moved who planted away and he used to have a banana tree he'd plant every spring and dig up and store in winter. Wondering if this other tree is also a southern tree. Always looks like it's dying then explodes with beauty in early summer with its compound bilateral leaves and red flowers. Been wondering what it is for so long, can you provide any insight? Thank you very much.
