This is insect damage, likely caused by a roseslug sawfly. Check the underside of your leaves for larvae like the ones in this article:

If this is the once-per-season sawfly, you may only need to remove the damaged leaves. If it is the European specie, it will benefit from treatment as noted in Joe's article.
