Hi, i use a 5 gallon bucket with two holes in the bottom for drip irrigation around my younger trees. i put about 25 gallons of water in weekly moving the bucket around the tree. When i do this do i also need to move the mulch out of the way or is it okay to just put the bucket on top of the mulch when watering?

You can keep it on top of the mulch, as it will percolate down into the soil. Moving the mulch aside would reduce how much moisture the mulch itself absorbs and retains, but it's not required, and most of the water will still probably wind-up in the soil below.
