I write to ask what might be causing a three year old crab apple tree to brown at a few branch tips. There is one sucker coming up at the tree's base. Photos attached.

I cannot see enough detail to give you an informed answer. The one photo shows a branch with dead leaves. It could be that branch has damage and should be removed. As far as the sucker at the base, cut it off at ground level and continue to do so until it stops coming up. Suckers like that are not unusual. Your tree is most likely a grafted tree. The graft should be above ground. If it isn't, that is a problem and the tree needs to be dug out and replanted at the proper depth. Browning at branch tips usually indicates a problem with roots or lack of moisture. With all the rain this year, that should not be a problem.
