Small insects all over my plants #874527

Hello,
I found a whole bunch of these insects in my garden this afternoon. There are thousands of them. They are on everything: tomatoes, onions, flowers, weeds. They are actually eating the weeds. I sprayed them with a low concentration of Castile soap and water. Any advice would be appreciated.

Or bring in a sample to the Extension Office at 95 Ute Ave Kiowa CO 80117. The office is located in the Agriculture building, and the front door is on the SE corner.
