Please see attached photos. The Hydrangeas look like they want to bloom but are not flowering. It’s odd, as the plant right next to them is blooming. These plants were not pruned. Can you suggest a solution?

It is possible the second plant is a lace cap hydrangea. They have a different type of bloom. Usually there are more single blooms around the edge. Perhaps this plant needs some fertilizer. Here is some information: https://www.provenwinners.com/learn/lacecap-hydrangea
Thank you for doing the work. I believe your lace cap hydrangea will have larger and better flowers if it isn't fighting for space. I think your side hydrangeas may be Annabelle. After blooms fade this fall, do some pruning to open up space between them and give them some slow release fertilizer. https://extension.umn.edu/trees-and-shrubs/pruning-hydrangeas
