Eastern White Pine No Growth #874484

Last summer we had 4 6' eastern white pines planted, however, one of them failed to get any buds in the fall and did not flush out any new growth this spring. When I scrape the bark on the branches, it's still healthy and green and the existing needles are not shedding. Is there a chance it will recover and send out buds this fall or is it likely to fail and we should replace it? Thanks!

Thank you for writing.
It is too early to worry about this tree.  Last summer was very stressful to plants.
