This pest is 1/4 inch, maroon / brownish and eats my canna, basil, dalua and zinnias. Seven kills them, but they reappear apparently from the soul. Should I be treating the soil?

This is Asiatic Garden beetle. They do live in the soil as grubs, and the best way to treat them is with a grub control product in mid - July/August. Any soil treatment now is too early.

They tend to fly towards porch lights at night. While they will feed on plants, they are not found at the same high numbers as Japanese Beetle.
