Jasmine Shrubs leaves turning yellow and dry #874340

Hello! I'm hoping someone can help me with our 6 Gardenia Jasminoides "Frost Proof" Jasmine shrubs (see images). We purchased 6 shrubs last year, two were not in great conditions to begin with and have now died...the others did survive the winter but never really grew at any point. We replaced the two dead ones with two new ones but now they all don't appear to be doing well. Some of the leaves are turning yellow and the stem/leaves appear to be dry. I'm not sure if I've overwatering or underwatering (at first I was watering each day but since they didn't look well, I thought I was overwatering so I've now reduced the watering to maybe once per week but they look even worse now. I hope you can help!

Thank you for your question, Joann.  Rather than guess about your watering efforts, I suggest that you buy a cheap soil water meter to see if your watering is reaching the roots.. Your mulch may be applied too thickly, and may be blocking the water.  We recommend mulching with large bark chips rather than shredded bark.

The curling of the leaves is a common symptom of an herbicide that may have drifted from another application.  Anyone spraying recently?  It can also be caused by an aphid infestation.
