What is wrong with my crabapple tree #874310

I planted this crabapple tree in 2001 and it has always been healthy. This year it hardly blossomed and its foliage is sparse. I am wondering if the drought affected it and it will recover, or if it is diseased?
If it is diseased, is there some way to help it recover?

We are seeing a lot of apple scab on crabapples this year. It is likely related to the weather conditions-warm rainy spring. Compare what you are seeing with the following website:

It also looks like you could have another issue with bark and trunk issues. Are there actual holes in the trunk/branches? If so compare with the following website:
