What is wrong with my crabapple tree #874310

I planted this crabapple tree in 2001 and it has always been healthy. This year it hardly blossomed and its foliage is sparse. I am wondering if the drought affected it and it will recover, or if it is diseased? If it is diseased, is there some way to help it recover? Thank you for your help.

We are seeing a lot of apple scab on crabapples this year.  It is likely related to the weather conditions-warm rainy spring.  Compare what you are seeing with the following website:

It also looks like you could have another issue with bark and trunk issues.  Are there actual holes in the trunk/branches? If so compare with the following website:
