Colorado State University Extension suggests:
Herbaceous peonies can also fail to bloom well if they are planted in too much shade. If plants are planted too deep, they may not flower well.
Plants that have received too much nitrogen fertilizer will put on foliar growth instead of flowers. You may want to check the fertilizer label to see the amount of nitrogen your plants may have received, especially if you have been using the same stuff for years.
