This is cedar-quince rust.  This is caused by a nearby juniper.  Here are some ways to treat/prevent the rust.

Prune. Prune out cankers associated with cedar-quince rusts from landscape junipers and deciduous host plants. The spread of cedar-quince rust can be limited by reducing the infested plant parts. This is practical if a few plants are infected and the number of galls per plant is limited.

2. Co-exist. Live with the disease. It may disfigure plants when twigs are infected.

Fungicides with the active ingredient Myclobutanil are most effective in preventing rust. Copper and sulfur products can be used as well. Spray trees and shrubs when flower buds first emerge until spring weather becomes consistently warm and dry
