i have a bunch of rhubarb in my yard that is left over from a pre3vious owner. My lawn treatment provider says they are not able to do anything with it. I have looked up ways of getting rid of it (before it takes over by entire yard!) and found a suggestion to contact USDA to see if anyone would like to have it if they are willing to come dig it up. So that's what I'm doing.

I do not know of any program from the USDA such as you suggest. I recommend that if you would like to share this opportunity with others you would use Craigslist or Facebook Marketplace or similar.
