that material could be a scale insect, for which treatment might or might not be needed. We need to see the insect to identify it and recommend controls. Please bring a sample of the twig with the affected needles to the Jefferson county extension office at th fairgrounds, 15200 West 6th Ave, Golden 80401;<personal data hidden>. There is a $20 charge for Jeffco residents for a diagnosis. The office is open Tues-Fri 8-5 pm, though not 7/4 or 7/5 this week.
