Dying young leaves at tips of dwarf honey suckle bush-branches #874198

Hello, The leaves budding at the ends of 4or5 year old dwarf honey suckle bush are dying. (Bush name per my plant records.) These young leaves look as if they are drying out. My irrigation lines are working as I checked the base of the bush with a water meter, after irrigating this am. However, I am watering 2 days a week, twice a day for 8 minute intervals. I'm thinking if I have been over watering, the leaves would be yellow(?). I've attached pictures. Does it look like I need to add water through the week? A dwarf honeysuckle, once established, only needs to be watered a couple of time per month.  It may very well be getting too much water.  Try cutting back to one good watering every week or two and see if that helps.  Adjust as necessary depending on plant response.
