newly planted Bloodgood Japanese Maple Tree #874190

What is causing some of the leaves to have little white spots and shrivel up? We removed an about 20 year old Bradford Pear Tree in 2022. We had to plant this new tree now because of our Condo Association. We had planned to plant it this fall. We put in good soil, but the rest of the dirt in the yard is very hard. We have kept it watered and checked the moisture level. In fact we have had to watch it because it seems to be staying wet, holding water in this area. What do recommend if the Association forces us to move the tree and replant it over the gas lines to line up with our neighbors’ Bradford Pear Trees? We still have tree runners and roots so we had chosen to plant the tree in a different location away from the gas line and away from the old tree roots and runners.
