Root Mat Issues in Cleared Land #874061

We had a section of land cleared via "mulching" which grinds down everything. We now have all kinds of random vines and trees coming up from the vines underneath. Our neighbor did the same thing and brought in heavy equipment to rip it all out. We don't have that option because we have planted fruit trees in our area to start a small orchard. We have oaks, sweetgums, grape vines, and other vines coming up from the ground. We have tried various weed and grass killers thinking over time it would reduce what is coming up but it seems to kill the above ground but not the below ground.
What can we do besides bring in heavy equipment? We are told it is a very thick root mat by the neighbor and we want it to basically die and compost.

Good morning,
It’s going to take time, but herbicides are your most cost-efficient option. Fall is the best time to apply these herbicides. I know that doesn't seem to be helpful at the moment. However, it allows the plants to absorb the chemical as it is dying back.
You will also have to do some physical labor to remove the root systems (i.e. smilax and kudzu).
