I have a front yard in Minneapolis with mulch and native plants, and some on the boulevard as well. A lot of it is doing great, but a few plants (black-eyed susans I think?) are dying, even in the middle of otherwise robust plants.
Is it Japanese beetle grubs? We had a bunch kill our grass, which is why we gave up on grass in the first place.

I can't tell if you have aster yellows but you certainly have a lot of mold.
Your plants are far too crowded. That fence restricts air flow too.
Leaves of the plants in front are touching the wet ground.
Remove half of the plants on the left hand picture--getting the sickest ones out first.
I do not understand the summer purpose of the wire fence but those plants between the wire fence and the wood one should have at least a foot of room.
While you are doing this, remove all dead leaves etc around the bases of the plants.
De populate and send more pictures.
